Construction of evaluation index system for low-carbon parks under multi-field coupling

To address the insufficient coverage in current low-carbon park evaluation index systems, based on domestic and foreign research and reviewing relevant standards and documents, this study focuses on seven fields: planning, industry, energy, transportation, building, municipal, and management, extracts high-frequency indices through term frequency analysis, and adopts the Delphi method to refine the index system via multiple rounds of expert consultation. The final low-carbon park evaluation index system comprises 7 primary indices, 15 secondary indices, and 33 tertiary indices. Subsequently, this study applies the analytic hierarchy process (AHP) to assign weights to the indices. The results show that the energy field holds the highest weight (0.32), with its core index “proportion of renewable energy utilization” ranking first. The planning field follows (0.23), with “floor area ratio” and “green coverage ratio” as its key indices. These results balance scientific rigor and authoritative credibility, addressing gaps in existing systems and providing a theoretical and quantitative foundation for low-carbon park evaluation in China.
